During 200-2005 federal programs were billed for treating hosptialized county jail inmates when in fact the Sheriff’s Office, which runs the jail should have been billed.  Medicare and Medicaid were also billed for people injured in car accidents when it should have billed their auto insurers. A district employee blew the whistle on the improper billing and therefore, under federal law will qualify for a percentage of the $15 million paid to the federal government.
